gsub is a specialist fund manager for the implementation of innovative and complex public policies. It has more than 30 years of experience and operates at EU, Federal and Land level. It is based in Berlin with a staff of 190 [gsub is the equivalent of a company limited by guarantee which means that it does not distribute its profits to shareholders]. It has funds under management of approximately 500 million Euro and a turnover of 14 million Euro in 2020. It has reached the highest level of quality control available under German law.
gsub operates a unique client centred approach to working with programmes. This guarantees the funding organisation a transparent and efficient fund management with a minimum of errors. Gsub specialises in programme management of programmes for local development meaning that the complexity of European funds is handled by the organisation and allows the project sponsors to get on with delivering their project results.
gsub is proficient at all phases of the programme cycle: providing information and bidding guidance, a good user interface for online application procedures, eligibility checks, designing selection grids, project approval and contracting, financial control and audit, monitoring and evaluation. The wider participation of Gsub staff in transnational EU programmes and work with international organisations such as OECD means that a very high level of policy understanding of the content of programmes and an evidence based approach is brought to the task and gsub is outstanding at communication of programme results.

Personnel / Staff Currently gsub employs around 190 regular employees. All of our employees have in-depth knowledge of European procurement law and funding legislation as well as in appraisal procedures and are sent on frequent refresher courses. As a longstanding partner for implementing European programmes, we are familiar with the funding structure of the ESF, VET, ERDF and the corresponding EU regulations.
Quality assurance gsub mbH is certified according to the ISO 9001:2015 und ISO 14001:2015, and ISO 27001 certification on the basis of the “Federal Office for Information Security” (Germany).
gsub – management of public funds gsub mbH acts as a service provider for the public sector as well as an entrusted entity for the Federal Government of Germany and the Federal State of Berlin. gsub has been acting as an Intermediary Body for the ESF of the Federal Ministry of Family, Senior Citizens, Women and Youth and for the Land Berlin since 2008.
Our work is distinguished by planning projects from finish to start, thereby taking questions of accurate accounting and documentation of public funds into consideration right from the stage of selecting and advising individual projects. This enables us to ensure a high level of quality throughout the entire process.
